Impact
An authenticated user with the tenant admin role can create or update topics to specify a shadow source property that points to a topic in another tenant. Because the broker only authorizes the target topic and not the referenced source topic, the user can consume retained messages that belong to the source topic, register new schema versions on it, and have the ledger of the source topic trimmed or deleted. This allows both data disclosure and permanent data loss across tenant boundaries.
Affected Systems
Apache Pulsar versions from 3.0.0 through before 4.0.14, and from 4.1.0 through before 4.2.5 are impacted. Users of the 4.0.x line should upgrade to at least 4.0.14, while 4.1.x and 4.2.x users should upgrade to at least 4.2.5. The 2.x line is unaffected. Affected deployments may have enabled shadow topics by default or through the enableShadowTopics broker setting.
Risk and Exploitability
The vulnerability carries a CVSS score of 8.7 and is not listed in CISA’s KEV catalog. EPSS data is unavailable but the lack of immediate exposure mitigations suggests a moderate likelihood of exploitation. The attack requires an authenticated user who holds the tenant admin role under the default authorization provider; the user does not need any permissions on the source topic itself. Once executed, the attacker can read sensitive retained messages and cause irreversible deletion of source ledger data, thereby compromising confidentiality and availability across tenants.
