Description
The pfSense REST API package is an unofficial, open-source REST and GraphQL API for pfSense CE and pfSense Plus firewalls. A privilege escalation vulnerability in pfSense-pkg-RESTAPI prior to version 2.9.0 allows authenticated accounts holding the dedicated settings sync permission to modify REST API configuration secrets. This enables a non-administrative user to elevate their privileges to a full administrator. pfSense-pkg-RESTAPI 2.9.0 patches the issue. Access to the HA settings sync endpoint now strictly requires full administrative privileges (`page-all`). The sub-administrative sync privilege has been removed in versions v2.9.0 and later. In addition to correcting the access control boundary, version 2.9.0 includes the following hardening measures: opt-in default and format and validation modernization. As a workaround, one may mitigate exposure by taking either or all of the following steps. Revoke Scoped Permissions: Remove the `api-v2-system-restapi-settings-sync-post` privilege from all non-administrative users. Apply ACLs: Configure REST API Access Control Lists (ACLs) and/or firewall rules to restrict access to API endpoints exclusively to trusted administrator and HA peer IP addresses.

Impact

The pfSense REST API package before version 2.9.0 contains a privilege escalation flaw that allows an authenticated user with the dedicated settings‑sync permission to modify REST API configuration secrets, effectively elevating a non‑administrator to full administrative rights. The vulnerability arises from improper access control, classified under CWE‑502.

Affected Systems

This flaw affects the pfSense-pkg-RESTAPI package developed by pfrest. Any instance running a version earlier than 2.9.0 is vulnerable; the patch is supplied in the 2.9.0 release and later versions.

Risk and Exploitability

The vulnerability carries a CVSS score of 8.8, indicating high severity. No EPSS score is publicly available, and the issue is not listed in the CISA KEV catalog. Exploitation requires authenticated access to the REST API and the presence of the settings‑sync permission; however, once exploited, the attacker gains full administrative control over the firewall. The lack of an EPSS value means the precise likelihood of exploitation is unknown, but the high CVSS score suggests a potentially severe impact if the vulnerability is abused.

Remediation

No solution or workaround provided in the CVE record.

OpenCVE Recommended Actions

  • Upgrade pfSense‑pkg‑RESTAPI to version 2.9.0 or newer; the update removes the sub‑administrator sync privilege and hardens the endpoint
  • Revoke the api‑v2‑system‑restapi‑settings‑sync‑post permission from all non‑administrative users
  • Configure REST API access control lists and wallet firewall rules to restrict endpoint access to trusted administrator and HA peer IP addresses
