Impact
The flaw is a race condition in Windows Installer caused by concurrent execution on a shared resource without proper synchronization. An attacker who can run code locally with some privileges can trigger the condition during installation of software and elevate their privileges to a higher level, potentially gaining full control over the affected system. The underlying weakness is a concurrency bug (CWE‑122 and CWE‑362).
Affected Systems
Microsoft Windows 10 versions 1607, 1809, 21H2, and 22H2; Microsoft Windows 11 versions 23H2, 24H2, 25H2, 26H2, and the earlier 26H1 release; and Windows Server editions from 2012 through 2025, including the server core variants, are vulnerable.
Risk and Exploitability
The CVSS score of 7.0 classifies the vulnerability as high severity. It is not listed in the CISA KEV catalog and no EPSS score is provided. The attack vector is local: an authorized user who can run installer activity could exploit the race condition to elevate privileges.
